If experiencing an error trying to load PerformancePoint dashboard designer, you may wish to try cleaning the ClickOnce. This will effectively reset things back to stock, and should allow PerformancePoint Dashboard Designer to load. In my experience, it was the 2013 version, although this is also applicable to 2010 as far as I remember.
Adjust and navigate to the following directory (location may vary depending on your installation);
C:\Documents and Settings\USERACCOUNTWITHPROBLEM\Local Settings\Apps\2.0
Clear out BOTH folders, and try again!
